Last year, telecommunications disputes over wired and wireless communication and 5G services surged. In particular, disputes related to use contracts accounted for the use of the service, such as signing up for the service, inducing contracts, the terms of contract, missing the service, and unfair penalties.

The Korea Communications Commission announced the results of the 2024 telecommunications dispute settlement application and processing result, which was received by the Commission of Communications Dispute Mediation.

Last year, the number of applications for telecommunications conflict settlements totaled 1533 cases, up 274 (21.8%) compared to 2023. It is the largest number of applications received since the launch of the Communications Dispute Coordination Committee in June 2019.

Last year, the resolution of telecommunications dispute settlement was 91.5%, an increase of 1.9 percentage points from the previous year.

By type, 751 cases (49%) were related to usage contracts. Important details and notice types 359 cases (23.4%), other types of 299 cases (19.5%), 117 cases of service quality types (7.6%), and 7 cases (0.5%) related to usage terms.

In both wired and wireless divisions, disputes related to use contracts accounted for a large proportion, with 498 cases (44%) and 253 (63.3%). 1,392 cases (90.8%) of the total dispute settlement application were disputes related to damages.

In terms of the number of coordination applications by operator, SK Telecom was the most common in 332 cases (29.3%) in the wireless sector, and the number of applicants per 100,000 subscribers was 1.5.

In the wired sector, LG Uplus had 102 cases (25.5%), with the highest number of applications.

Among the affordable phone operators, the top five operators who applied for a lot of disputes were KT Skylife, Korea Cable Telecom, KT M -Mobile, LG HelloVision, and Media Log.

In addition, the 5G communication dispute application increased from 692 in 2023 to 877 last year. The number of 5G service subscribers is interpreted as an increase.

The number of applications for disputes related to communication service quality increased slightly from 109 in 2023 to 117 cases last year. Of these, 76 cases (65%) were a dispute that required the installation of a repeater, discounts, refunds, and termination without penalties.

The 5G communication dispute resolution rate rose 3.2 percentage points from 90.1%in 2023 to 93.3%last year. In particular, the resolution rate of communication service quality disputes recorded 81%, up 25.1 percentage points from 55.9%over the same period.

Shin Young -gyu, director of the Korea Communications Commission, said, “We will support the activities of the telecommunications dispute mediation committee, such as the increase in the coordination committee and the preparation of the dispute coordination manual.”
