[May 27, KOREA WAVE]There are voices calling for increasing the number of human resources at the “Five Major Violence” complex victim integrated support service institutions (5 women’s emergency telephone 1366 centers) that are being pilot-run by the South Korean government. This is because the role of this agency has become important as various types of violence, including dating violence and stalking, have been occurring one after another recently. This year, it has expanded to five locations across the country, but each location only has two managers who specialize in case studies.

According to the Ministry of Gender Equality and Family, starting this year, the number of organizations operating the five major regional integrated support programs for victims of violence has been increased from the existing two (Busan and Gyeonggi) to five (Seoul, Busan, Daejeon, Ulsan, and Gyeonggi). All cases are called “Women’s Emergency Call 1366 Centers,” and each center has a total of two integrated case managers.

While the previous 1366 Centers played the role of connecting female victims with sexual violence counseling centers and domestic violence counseling centers in each region, the 1366 Centers in five regions took the lead in developing support plans and providing assistance to victims. Support.

Its role has expanded compared to the previous year, the first year of test administration. Functions such as emergency serious crime summary and regular meeting management functions for women’s violence support facilities have been added.

On the other hand, the number of case managers remains the same and is not sufficient. Jung Yoon-jeong, a legislative researcher at the National Assembly Legislative Research Service, wrote in a report at the end of April that “The five major types of violent and power-based sexual crimes are sexual crimes that take advantage of position or power, or sexual crimes committed by elected officials. “Will regional 1366 centers and integrated case managers (usually two in each region) be able to take on these functions and roles in responding to the situation?” he questioned.

The nature of the damage caused by recent types of violence is different from that of general crimes, and requires a specialized approach, so it is important to secure specialized human resources.

In the case of digital sex crimes alone, the methods are becoming more vicious, with perpetrators luring or blackmailing victims into filming themselves.

According to the 2022 Trends and Analysis Results of Sexual Crimes Against Children and Youth released by the Ministry of Gender Equality and Family last month, 52.9% of victims used seduction or intimidation to create sexual images in 2019. (19.1%).

The Ministry of Gender Equality and Family commented on future institutional management plans, saying, “As the project is currently undergoing trial operation and is at an early stage, we have assigned two people to each institution for the time being. We will consider it.”
