This is a unique road connecting 3 southern districts of Lam Dong province and connecting this province with Binh Phuoc province, but seriously collapsed on September 25, 2024 due to floods.
The location of the road landslide on the culvert surface is at Km29+850 in Da Lay commune, Da Teh district. The large flood water could not escape through the sewer in time and poured heavily into the roadbed around the arched sewer, causing erosion to form a frog that penetrated 1/2 of the road surface. Lam Dong Department of Transport had to ban cars from traveling on this route for temporary repairs. After that, the department directed the regular maintenance contractor for DT.721 route, Road Construction and Maintenance Joint Stock Company 719, to fix the landslide. This unit has installed two 9m long circular sewer lines on the right side of the route, filled up gravel soil to make the road base and poured gravel gravel to make the surface to create a temporary bypass for vehicle traffic.
According to Mr. Nguyen Van Gia, Director of Lam Dong Department of Transport, in 2023, through survey work, the department realized that the road-crossing arch culvert at this location showed signs of serious damage, so it was established and submitted to the Provincial People’s Committee for approval. Approve the periodic repair plan for 2024; In which, there is the item of rebuilding arch culverts with 3×3 m reinforced concrete box culverts with a total investment of 15 billion VND for the entire route. To date, the design documents for this project have been completed and the Department of Transport is evaluating it to submit to the Provincial People’s Committee for approval. Expected time for submitting documents and selecting construction contractors is about 2 months; The earliest time to start construction is around early December 2024 and complete the project in early February 2025.
However, due to the urgency of the project, the Department of Transport requested the Provincial People’s Committee to consider the policy of issuing an emergency construction order for the construction item of 3x3m box culverts to replace arch culverts. landslide at Km 29+850, DT.721 road so that normal traffic can be restored on the route as soon as possible. The total investment in this item is about 1.5 billion VND.
Considering the recommendation of the Department of Transport, on September 30, 2021, the People’s Committee of Lam Dong province issued document No. 8200/UBND-GT, assigning the Department of Agriculture and Rural Development (standing agency of the Department’s Steering Committee, natural disaster prevention and search and rescue in the province) presides and coordinates with the Department of Finance, Department of Planning and Investment and relevant units, based on current regulations, to review the proposed content of the Department of Transport at the above mentioned documents; Advise and propose to the Provincial People’s Committee before October 5, 2024.
Route DT.721 is a unique route connecting 2 provinces of Lam Dong and Binh Phuoc and connecting 3 southern districts of the province, so it is important for the socio-economic development of localities. Meanwhile, the newly built temporary bypass mentioned above can only circulate in one direction, with a crushed stone structure, so it will not ensure smooth traffic and long-term safety, especially during the rainy and stormy season. Construction of works under emergency orders will shorten the time to complete construction by about 2 months, thus ensuring the need for travel and goods circulation during the 2025 Lunar New Year.
Previously on September 25, Vietnam News Agency reporters reported that after the rain lasted all night, on the morning of September 25, provincial road DT.721 connecting 3 southern districts of Lam Dong province suffered serious landslides passing through the village. Loc Hoa, Da Lay commune, Da Teh district. The collapsed road section is about 5m long, penetrating half of the roadbed, forming a rather large frog. Because there is water flowing rapidly through the underground sewer below, this location is still at risk of further landslides.
After the incident, the authorities of Da Teh district blocked both ends, stretched warning ropes to prevent cars from passing through this road, motorbikes will be supported to move to ensure safety.
