Russian reaction

•Russia’s permanent representative to the United Nations, Nebenzia, said that without Russia’s participation, the Ukrainian peace negotiations would be a “point of no return”; the main goal of the summit is to issue an ultimatum to Russia in the form of a so-called “peace plan.”

Conference Outlook

•Analysts believe that this peace summit, like the Ukrainian war itself, has become a battleground for great powers. Without Russia’s participation, the summit cannot achieve substantive peace results.
