Main discussion topics

• Nuclear safety, protecting Ukraine’s nuclear energy infrastructure from bombing;

• Humanitarian aid, prisoner exchanges and the return of thousands of Ukrainian children;

• Food security, ensuring freedom of navigation in the Black Sea and allowing Ukraine to export food.

Main attendees

• Leaders of countries including French President Emmanuel Macron, German Chancellor Olaf Schulz, British Prime Minister Sunak, Japanese Prime Minister Fumio Kishida, Canadian Prime Minister Justin Trudeau and Polish President Andrzej Duda;

•US President Biden will not attend the peace summit as he has returned to the US for a campaign fundraiser. US Vice President Harris and National Security Advisor Sullivan will attend the summit.

Russian reaction

•Russia’s permanent representative to the United Nations, Nebenzia, said that without Russia’s participation, the Ukrainian peace negotiations would be a “point of no return”; the main goal of the summit is to issue an ultimatum to Russia in the form of a so-called “peace plan.”

Conference Outlook

•Analysts believe that this peace summit, like the Ukrainian war itself, has become a battleground for great powers. Without Russia’s participation, the summit cannot achieve substantive peace results.
