Adv Ashish Shelar (MLA & Former Minister)
A comment claiming that the Ubhata Party wanted to grab another plot in Mumbai was foiled and criticizing the article ‘Dharavi’s Redevelopment Mirage’ (Loksatta November 10) as an attempt to spread lies…
‘Exit march Jama karo kharha…’ is their modus operandi, when any development project comes in Mumbai, Maharashtra, they immediately stand up with the first flag of opposition, spoiling the atmosphere. They stir up and burn their hives. The Ubhata Sena, whose agenda is recovery and recovery alone, has truly swept Mumbai. He has strangled Mumbai’s development over the last 25 years due to cut commissions and percentages and a habit of grabbing plots like gluttony. Ubatha wanted to grab another piece of land in Mumbai, but we exposed and foiled their plan, so the name of Dharavi is being slurred, slurred, nauseated and squirmed.
No one has any objection to present their position. Aditya Thackeray is opposing Dharavi redevelopment. They say that there should be redevelopment but when, how, why have you not done it for so long? According to the tender that was issued during your government, redevelopment is being done today, but many questions arise that why the opposition. So we have to check what is the intention behind this opposition. Many of the points that Aditya Thackeray is raising to oppose the Dharavi redevelopment are untrue. If the poor in Dharavi will get houses, why the opposition of Ubhata Sena? After checking the motive behind this, it is noticed that he wants a 37 acre nature park in Dharavi to cultivate his second son’s love of nature and animals. We respect their love for nature, but for that we want to grab the land of nature park which is part of DRP from Mumbaikars? After we exposed this crooked plot, they are not ready to talk about it. It means for the same purpose they are working only to spread confusion among poor, Dalit, Muslim, Marathi people. They are making their plan by inciting them.

In Dharavi, 70 percent of Dalit, Muslim and Marathi people are living in extreme poverty. They will get their rightful houses in redevelopment. Mumbai Municipal Corporation will get 15 thousand crore rupees, also Mumbaikars will get playground and entertainment ground in 37 percent of the 430 acres. A transportation hub of bus, metro is also going to stand in this area, so why oppose Aditya Thackeray when Dharavikar, Mumbaikar, Mumbai Municipal Corporation and the government will benefit? Or are they protesting to destroy the den of urban naxalites, to destroy an international conspiracy?
They will also accuse us of being pro-contractors because we speak in favor of redevelopment, but regardless of that, as Mumbaikars, we are going to present the truth today that is in the interest of Mumbai, Mumbaikars. We also challenged that we are ready for open discussion at any time but they are not ready to come. Their fight is against Adani but our fight is for Mumbaikars to get houses. Asia’s largest slum located above Dharavi is to erase the stigma.
Where did the figure of seven lakhs come from??
How many houses in Dharavi? How many before 2000, how many between 2000 to 2011 and how many after 2011? The survey of two-storied, residential and industrial units is yet to be completed. Only 20,000 houses have been surveyed and there is still a large section left to create illusions. Where did he get the number that he mentioned as seven lakh houses? The first survey carried out by an organization called ‘Mashal’, cannot be considered final but it shows that 60 thousand before 2000, 15 thousand till 2011, two-storied houses should be between 1.5 and 2 lakh, which were paid protection by the government.
Ownership ‘DRP‘squeal
Don’t those who are clamoring for the land in Dharavi to be given to Adani know that the entire land in Dharavi is owned by a company set up by the state government called Dharavi Redevelopment Authority (DRP). DRPPL is the redevelopment contractor. Therefore, 80 percent of the benefits that the contractor is going to get as per the tender will be given to the special purpose vehicle, i.e. Adani and 20 percent to the state government.
Municipal Corporation will get money
About 50 percent of the land in Dharavi is owned by the Municipal Corporation and some by the State Government and the Central Government. Slum redevelopment scheme in Mumbai has only one rule. The land owner whose land is taken for slum redevelopment gets 25 percent of the ready reckoner price of the land. According to the same rule, if the Mumbai Municipal Corporation has more seats, the government along with the Mumbai Municipal Corporation will get 25 percent of the price. Our question to the lying Aditya Thackeray is that if you knew that the place in Dharavi belongs to the Municipal Corporation, then why did you not think about it when the Municipal Corporation was in power for 25 years?
1080 Acres?
Aditya Thackeray is constantly alleging that 1080 acres of land has been given to Adani. If he shows even one government document, cabinet decision in this regard, I will quit politics, otherwise he should retire from politics. We have given them an open challenge so far, but they are not ready. It just continues to accuse and run away. The state government has decided to give only 540 acres of land in Mumbai area for Dharavi redevelopment. So where did 1080 acres come from? This seat has not been given to Adani’s company but to DRP headed by Srinivas. It was assured during the then Chief Minister Uddhav Thackeray’s time that the government would provide the required space while inviting tenders for Dharavi redevelopment. Accordingly, the present government has given these seats to DRP. Aditya Thackeray should ask his father why he agreed to give this seat in writing? Another thing is that this seat has not been given to DRP for free. 25 percent of the ready reckoner will be received by the site owner from the contractor company. It is going to be approximately three thousand crores. Why is there opposition?
Grand Alliance brought restrictions on TDR
In fact, there was a provision to sell the TDR generated in the Dharavi redevelopment project to the contractor company only in the tender during the Mahavikas Aghadi government. On the contrary, when the grand coalition government came, TDR was capped by correcting this error. A digital system will soon be set up under the supervision of the Mumbai Municipal Corporation to provide information about the TDR available to the developer. As per the alliance government’s tender conditions, there was no transparency in it. Accounting was not mandatory. TDR has to be brought on the portal of BMC. The decision regarding that was taken by the Shinde-Fadnavis-Pawar government.
Dharavi Redevelopment Project is the only such project in which housing is going to be given to everyone, going beyond the criteria of eligible and ineligible. No one will be displaced in the project. On the contrary, the ‘key to key’ solution will enable the Dharavikars to go directly to their new home without going to the transit camp. Bharat Ratna Mahamanav Dr. According to the principle of Babasaheb Ambedkar’s constitution, if everyone will get a house, then why the opposition? Houses in rental form will be available. No one will be thrown out of Mumbai. Areas like Deonar are to be developed and houses are to be provided, but the work of razing is still going on. During the Mahavikas Aghadi period, it was decided to give only 300 square feet houses to the eligible Dharavikars. But the grand coalition government decided to give a house of 350 square feet to the Dharavikars. Now Aditya Thackeray is saying to give a house of 500 square feet. So when you prepared the tender, why did you not specify 500 square feet? Why only 300 square feet provision was made? So even today we challenge, come to an open discussion. We are ready. are you
