Ensuring adequate electricity supply during peak periods in 2024

In order to implement the tasks assigned in Resolution No. 82/NQ-CP dated June 5, 2024 of the Government on the regular Government meeting in May 2024 and Notice No. 250/TB-VPCP dated May 31, 2024 of the Government Office announcing the Conclusion of the Government Standing Committee at the meeting on the socio-economic situation in May and the first 5 months of 2024; the situation of disbursement of public investment capital and implementation of national target programs, Minister of Industry and Trade Nguyen Hong Dien has just signed and issued Plan No. 4085/BCT-KHTC on the implementation of the Government’s Resolution on the regular Government meeting in May 2024.

Specifically, Minister Nguyen Hong Dien requested units under the Ministry to closely monitor developments in the international situation, policy adjustments of countries and partners, especially fiscal, monetary, trade, investment policies… to proactively forecast, analyze, develop scenarios, management plans, and respond to policies more promptly and effectively to emerging issues.

In particular, continue to promote and enhance the effectiveness of the operations of 26 Working Groups headed by Government members according to Decision No. 435/QD-TTg dated April 24, 2023 to focus on accelerating the disbursement of public investment capital, removing difficulties and obstacles for production and business activities and implementing socio-economic development tasks.

Minister Nguyen Hong Dien requested the Electricity Regulatory Authority and the Electricity and Renewable Energy Authority to focus on effectively implementing the Plan to implement the 8th Electricity Plan. In addition, drastic measures must be taken to ensure sufficient electricity supply for production, business and people’s lives during peak periods in 2024 and the following years, and absolutely prevent power shortages.

At the same time, preside over and coordinate with the State Capital Management Committee at enterprises to direct Vietnam Electricity Group (EVN) to urgently complete the 500 kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) before June 30, 2024; complete transmission projects to serve electricity import from Laos to contribute to ensuring electricity supply.

At the same time, urgently complete and submit to the Government for promulgation a decree on mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power; develop power projects using natural gas and LNG gas according to the direction of the Government Standing Committee in Notice No. 244/TB-VPCP dated May 25, 2024 of the Government Office.

On the other hand, review, summarize and evaluate the implementation of the Prime Minister’s Decisions No. 24/2014/QD-TTg dated March 24, 2014 on the mechanism to support the development of biomass power projects in Vietnam; No. 31/2014/QD-TTg dated May 5, 2014 on the mechanism to support the development of power generation projects using solid waste in Vietnam. Propose to amend, supplement or cancel, replace the above Decisions in accordance with legal provisions on drafting and promulgating legal documents; report to the Prime Minister in June 2024. In addition, study the mechanism and policies to mobilize social resources, encourage investment in the power transmission system; promulgate under authority regulations on electricity price mechanisms for different types of electricity.

Regarding the local Department of Industry and Trade, Minister Nguyen Hong Dien requested to continue to proactively monitor and grasp the difficulties and problems of localities in the process of implementing national target programs; increase training and answer questions related to specialized management and professional expertise in appropriate forms.

In addition, promptly amend and supplement guiding documents according to authority or propose to report to competent authorities to promptly handle difficulties and problems in the process of implementing national target programs. This is to facilitate and support localities to accelerate capital disbursement according to assigned plans, ensuring compliance with regulations and suitability with practical situations.

Minister Nguyen Hong Dien noted that the Department of Planning and Finance, according to its assigned functions, tasks and powers, should resolutely and proactively implement and promptly and effectively handle difficulties and obstacles, and promote the disbursement of public investment capital. Strengthen inspection of projects to prevent organizations and individuals from intentionally causing difficulties, obstructions, and irresponsibility, slowing down the progress of capital allocation, capital adjustment, project implementation and public investment capital disbursement.

The Department also adjusts according to its authority or reports to the competent authority to adjust the 2024 capital plan of projects with slow disbursement to other projects with fast disbursement and need for additional capital according to regulations. Furthermore, promptly handle difficulties and obstacles to speed up the completion of works and projects under the Ministry’s public investment plan; strive to disburse according to the assigned plan.

The Domestic Market Department and the Trade Promotion Agency proactively grasp the situation and take measures to ensure adequate supply of gasoline for production, business and consumption of people and enterprises, absolutely avoiding shortages and supply disruptions in any situation. Strongly develop the domestic market, stimulate consumption, and effectively implement the Campaign “Vietnamese people prioritize using Vietnamese goods”.

The Trade Promotion Department, the Import-Export Department, the Multilateral Trade Policy Department, and the Foreign Market Departments shall strengthen trade promotion, boost exports to major markets, exploit potential markets, and effectively promote signed free trade agreements (FTAs) and trade agreements. Accelerate negotiations and sign FTAs ​​with the United Arab Emirates (UAE), the South American Common Market, etc.

The General Department of Market Management and the Department of Trade Defense shall strengthen market management, combat smuggling, trade fraud, counterfeit goods, and fraud of goods origin. In particular, they shall grasp the situation and promptly apply trade defense measures to imported goods into Vietnam to protect domestic production sectors according to regulations and in accordance with international commitments.
