The Digital Policy Office under the Innovation, Technology and Industry Bureau of the Hong Kong Special Administrative Region Government was established yesterday. The agency will be specifically responsible for promoting data-, citizen- and results-based digital policies within the SAR government and various sectors in Hong Kong, and improving the efficiency and services of the SAR government.
Sun Dong, Director of the Bureau of Innovation, Technology and Industry, said that digital technology and data are important elements in driving high-quality development and new quality productivity. The Digital Office is led by Digital Policy Commissioner Wong Chi-kwong. The Digital Government Division drives the construction of digital government and encourages bureaux and departments to apply advanced information technology to innovate in public services. The Data Governance Division promotes open sharing and analytical applications of data through data governance policies. The Digital Infrastructure Division strengthens digital infrastructure and security, promotes industrial development and deepens cooperation with the Mainland, including facilitating cross-border data flows.

It is reported that Hong Kong Chief Executive John Lee proposed the establishment of a Digital Policy Office in his 2023 Policy Address to accelerate the construction of a digital government. The establishment of a Digital Policy Office involves the restructuring and resource integration of the Office of the Government Chief Information Officer and the Efficiency Office.
