According to the Ministry of Industry and Trade, the decision to conduct an investigation was issued based on the results of the appraisal in accordance with the provisions of the Law on Trade Remedies for the Dossier requesting investigation to apply anti-dumping measures, which was fully and validly submitted on May 3, 2024 by enterprises representing the domestic manufacturing industry, including 5 companies. They are Hoa Sen Group Corporation; Nam Kim Steel Corporation; Phuong Nam Steel Corporation; Dong A Steel Corporation and China Steel & Nippon Steel Vietnam Corporation.
The domestic industry has accused galvanized steel products from China and South Korea of being dumped into the Vietnamese market and that this dumping is causing significant damage to the domestic industry.
The legal regulations clearly state that after initiating an investigation, the Ministry of Industry and Trade will send an investigation questionnaire to relevant parties to collect information to analyze and evaluate the allegations. Accordingly, it includes the dumping behavior of exporting enterprises of the investigated countries; the damage to the industry producing some products in Vietnam. Along with that is the causal relationship between the dumping behavior and the damage to the industry producing some domestic products.
If necessary, based on the results of the preliminary investigation, the Ministry of Industry and Trade may apply temporary anti-dumping measures to prevent dumping from continuing to cause significant damage to the domestic manufacturing industry.
The Ministry of Industry and Trade will review and verify the information provided by the relevant parties before completing the official investigation conclusion on the case. At the same time, the Ministry of Industry and Trade will also organize public consultations for the relevant parties to directly exchange, provide information, and express their views on the case before making a final conclusion on the case.
In addition, the Ministry of Industry and Trade recommends that all organizations and individuals who are exporting, importing, distributing, trading, and using investigated goods register as related parties and provide necessary information to the Ministry of Industry and Trade to ensure their rights and interests in accordance with the provisions of law. Organizations and individuals can register as related parties in the case with the Investigation Agency according to the Related Party Registration Form issued in Appendix 1 attached to Circular No. 37/2019/TT-BCT dated November 29, 2019 of the Minister of Industry and Trade detailing a number of contents on trade defense measures and send it to the Investigation Agency at the address below in an official dispatch or email.
The deadline for stakeholder registration is September 8, 2024.
