Barti, Sarathi, Mahajyoti institutions are autonomous; But due to the ‘same policy’ being forced on them by the state government for uniformity, it is being expressed that the students of the state will suffer.

What is the purpose of bringing the same policy? ?

Dr. On the lines of Babasaheb Ambedkar Research and Training Institute (BARTI), Chhatrapati Shahu Maharaj Research and Training Institute (Sarathi), Mahatma Jotiba Phule Research and Training Institute (Mahajyoti), Maharashtra Research and Training Prabodhini (Amrit) are working for various categories in the state. But, in the intervening period there were agitations for increasing the number of students or schemes on the lines of ‘Barti’ or ‘Mahajyoti’. As these agitations are causing law and order problem in the state, the government has decided to formulate a common policy for all institutions. The then Secretary of Social Justice Department Sumant Bhange took the initiative for this and a comprehensive policy was prepared for the schemes of all institutions.

What is the objection to the same policy??

Before the ‘Same Policy’ was decided, private institutes were being selected for training for various competitive examinations from Barti, Sarathi, Mahajyoti by conducting separate tendering process at institute level; But this arrangement ended with the introduction of uniform policies. Commissioner of ‘TRI’ Dr. A committee was formed under the chairmanship of Rajendra Bharud. Therefore, the single umbrella dominance of ‘TRI’ was created over all the institutions. After the committee meetings, the tender process was conducted for 5000 posts of UPSC, MPSC and ‘IBPS’ and 26000 posts of police and army pre-recruitment training. These tenders are worth more than Rs. 400 crores. More than 150 institutions in the state bid for the contract. Although representatives of all organizations are involved in the process of tender approval, ‘TRI’ has all the powers. It was also revealed that many organizations participating in the tender process had relied on fake documents. Even after that, there was no inquiry into the organizations issuing fake documents. This defeats the purpose of providing competitive exam pre-coaching to students from quality institutes.

How competitive exam pre training effect?

Barti, Sarathi, Mahajyoti are autonomous bodies of the state government and work under the direction of the board of directors. These institutes have designed various training programs keeping in mind the social and economic conditions of each community. But the same policy has raised the issue of autonomy. Now no organization has freedom to take its own decisions. Each decision has to be approved by a committee under Additional Chief Secretary (Finance). As this process is time consuming, the decision and its implementation is delayed. Therefore, the selection and implementation of training institutes is less likely to happen in time. An example of this is that various training programs of all institutions, other schemes have been closed (stalled) for the past one year.

This may reduce the results?

Barti, Sarathi, Mahajyoti institutes provide coaching for MPSC, UPSC, Banking, Railway and other competitive exams. Due to this training, the way of exams is made easier for the students and the result percentage is also increasing. Recently 151 students of Mahajyoti were selected in the MPSC examination. A student became Deputy Collector. However, now due to disruption of training, concern is being expressed that the result percentage of Maharashtra in administrative services will decrease. Students are selected for various trainings of Barti, Sarathi, Mahajyoti, ‘TRI’ by taking the pre-entrance test. Under the leadership of ‘TRI’, the pre-examination was conducted for all institutes in the first week of August. However, Mahajyoti and Sarathi are yet to declare the prelims results. Due to this, the students will suffer a huge loss due to not getting training in time. UPSC, MPSC and IBPS exam schedule is fixed. UPSC Prelim Exam will be held in May 2025. MPSC civil services exam is on 1st December. IBPS exams are also coming up. However, Maharashtra’s percentage in administrative services will decrease due to lack of training for students.
