Authorities are investigating after a man in China’s Shaanxi province revealed that a local recycling company broke regulations and dumped 700,000 tonnes of waste into the Yellow River.

According to the Pengpai News, the Global Times, and other media outlets, Hancheng City in Shaanxi Province announced on the 3rd that it had formed a joint investigation headquarters and begun investigating the dumping of garbage in the Yellow River that was reported by netizen Huang.

This netizen, from Weinan City, Shaanxi Province, said in a video posted online on the 29th of last month that Hancheng Xingheiyuan Renewable Energy Co., Ltd. was conducting illegal operations under the guise of legal environmental management projects.

He claimed that the company had not properly carried out leak prevention work and had buried about 700,000 tons of mixed household waste, construction waste, and industrial waste in a month. He said that the landfill collapsed in many places and formed deep pits because the waste was not properly rolled out. He claimed that the waste was washed away by rainwater and flowed into the Yellow River whenever it rained. He said he hoped the relevant departments would intervene to investigate and collect evidence.

In an interview with local media outlet Da Ha Daily, Huang claimed that the Hancheong Ecological Environment Bureau turned a blind eye to public reports and acted as a shield for the company.

The Hancheng city authorities said they had formed a joint investigation team comprised of the Hancheng Ecological and Environmental Bureau, the Discipline Inspection Commission, the Ministry of Natural Resources, and the Ministry of Public Security, and that the results would be made public as soon as they were available.

The Chinese government has designated industrial waste recycling as a green industry and is encouraging corporate investment and research and development (R&D). According to China Energy News, there are 170 companies engaged in comprehensive utilization of solid waste.


Shaanxi Province is mainly attracting enterprises by engaging in the recycling of coal and oil waste. The Hancheng Municipal People’s Government announced on its official website that the amount of general industrial solid waste generated in Hancheng is 10.4 million tons, of which 19.04% is recycled for power generation, providing heat and electricity. Central inland regions such as Hunan Province are showing interest in recycling waste batteries, which are byproducts of electric vehicles.
